[openhw-pmc] Committer Election for Cesar Fuguet on OpenHW Group CORE-V Cores has started

A committer election for Cesar Fuguet on project OpenHW Group CORE-V Cores
(openhw.corev) was started by Jérôme Quévremont with this criteria:

Cesar Fuguet Tortolero is a full-time researcher at CEA-List, Grenoble,
France.

He Is currently co-chair of the OpenHW Group's Interconnect TG, contributor
to the CVA6 CORE-V core, and main developer/leader of the HPDcache (OpenHW CV
L1 Dcache) project.

In CVA6 (https://github.com/openhwgroup/cva6), the following pull requests
from Cesar were merged:
#1110 Fix definition of the cache size (data and instructions)
#1121 Add id signal to the request/response interface towards the data cache
#1134 Add parameter on config file to define the width of the memory
transaction ID
#1137 Fix enum value comparison: it needs explicit cast to int
#1348 Support multiple outstanding load operations to the Dcache
#1513 Add the HPDcache as cache subsystem
#1673 Update version of the HPDcache submodule
