[openhw-pmc] Committer Election for André Sintzoff on OpenHW Group CORE-V Cores has started

A committer election for André Sintzoff on project OpenHW Group CORE-V Cores
(openhw.corev) was started by Jérôme Quévremont with this criteria:

André Sintzoff (@ASintzoff on GitHub) is a regular contributor of the OpenHW
CORE-V CVA6 and CORE-V-VERIF projects, with a strong focus on setting up
verification. He has already made an impact on the project.

He has been involved in the following CORE-V-VERIF issues:
#1408, "Illegal DefParam in isacov"
#1297, "CV-X-IF UVM agent for CVA6"
#1283, "CVA6 arch tests are failing with latest riscof environment"
#1252, "Update core-v-verif to support latest riscv-arch-tests
infrastructure"
#1238, "AMO tests are failing on cva6"
#122, "VCS error: Variable input ports cannot be driven"

In addition to that, André has authored 1 issue and 13 pull-requests on
CVA6, starting in 2020.

It is my pleasure to nominate André as a committer on OpenHW Group CORE-V
Cores.
