[open-regulatory-compliance] Steward cooperation with the Open Regulator

Hi friends,

I've discussed the proposed membership-based approach with the OpenSSF Governance and Public Policy Committees.

The OpenSSF prefers a lighter-weight means of engaging with this workgroup in the form of the MOU we circulated last week. This will balance the governance required for this new fund, with a means by which the OpenSSF can participate with minimal overhead.

I'd be curious whether other Stewards might find this a simpler way of engaging with the Compliance workgroup viable. It balances everyone's needs from our perspective.
