[oniro-wg] Adjustment to the Composition of the Oniro Working Group Steering Committee

As a final step prior to formally standing up the working group and having the first version of the charter ratified, we are proposing to make one final change to the charter. 


Specifically, we are recommending that we modify the number of elected representatives to the Steering Committee to have 2 elected Gold members and 1 elected Silver member.  The specific changes are shown in the attached redline version of the draft charter.


The justification is to enable stronger representation of the respective membership classes by elected members to the committee, and to enhance the value of the Gold membership class in particular.  In the near term adding these positions will grow the size of the committee which will have the added benefit of increasing diversity of representation and participation. 


We recognize there have been discussions about making further changes to the governance that could lead to other charter updates.  Such changes are normal and expected in the early stages of forming working groups.  However, our strong recommendation is to defer these changes until the working group exists and the respective committees are formed.  By doing so, we will have the opportunity to use the governance structure as it is contemplated in the charter to affect such changes, and thus add legitimacy to both the changes and the process. In particular, one of the powers and duties of the Steering Committee is to review and approve the working group’s charter.
