[omr-dev] Commit rights for Gary Liu have been expired

Mark Stoodley has expired the commit rights for Gary Liu (galiu).  The
reason for this change is:

Gary changed roles around the same time the Eclipse OMR project was
created, but for some reason I never noticed this option to remove him. He
has never been an active contributor to this project. If that changes, he
should go through the same merit based policies everyone else needs to
follow.
