The Nebula is somewhat of a "strange" project since most widgets are owned and maintained by their individual contributors.
The process if electing Angelo was done as follows:
We have opened bugs for the pending contributions.
Then we asked all committers to take a look and comment on the widgets, and they did
Then I drafted the nomination and we voted Angelo in.
Did I miss something in this process?

What we're looking for in the nomination criteria is a list of
things that you've done specifically for the project (Nebula in this
case). Speaking very generally, being a committer on one project
does not give you a free pass to join another project as a
committer. You have to earn your way into every project on which you
are a committer.
The problem here is not one of whether or not you are qualified to
join the project. There is a public record that--with some
digging--I was able to uncover. The problem was that the nomination
criteria did not spell it out. The basic idea is that we need a
transparent record (in as easy a form to consume as possible) of the
criteria by which every committer joins the project.
The Technology PMC made a decision just a few weeks ago that--rather
than simply rejecting nominations with insufficient nomination
criteria--we'd dig to try and find it, make sure the demonstration
of merit is adequately captured, and--assuming that all goes
according to plan--approve the vote.
