[mylyn-dev] new dependency on org.eclipse.test.performance

The Mylyn test plug-ins in HEAD now depend on org.eclipse.test.performance. It 
is available from CVS at dev.eclipse.org:/cvsroot/eclipse and distributed as 
part of the Platform test framework download. I have also added it to the 
team project sets [1].

We are planning to build up a suite of tests to track performance regressions 
between releases and to find hotspots in the current implementation. Progress 
is tracked on this bug:

Hopefully we'll be able to run these tests as part of the automated build 
soon. Comments and contributions are welcome.
