[mylar-dev] dev build with JIRA integration

Today's Eclipse 3.2M5-based dev builds have contained the new JIRA
integration and update site packaging.  If no major problems are identified
by tomorrow this will go out with the 0.4.9 release, so please give it a
whirl if you use JIRA.  Please back up your task list before updating.
