[mylar-dev] new dev build available

A new dev build is available: http://www.eclipse.org/mylar/dl.php

The task list repository support has been almost entirely refactored out of
the Bugzilla plug-ins, and this is now reflected in the UI.  The editors and
actions are all multi-repository aware and intended to support additional
repository clients.  It would be great to get some feedback on any UI issues
before we put out 0.4.8.
