[mosquitto-dev] Version 2.0.15 released

Dear all,

Mosquitto 2.0.15 is now available, with some project provided binaries
still due to be built.

This is a security and bugfix release, see

One point in particular perhaps needs highlighting, the dynamic
security can only be loaded once, but there was a missing check in the
plugin which meant that it could be loaded multiple times, leading to
problems with its config file. This behaviour has been disabled, which
may be confusing for anyone who has attempted to use the plugin twice
but hasn't noticed the problems.
