There are a great many things wrong with the portal. In this case, however, it works as expected for me. Perhaps it was a point-in-time problem. Are there any specific symptoms?

Deactivating an inactive committer is one thing, but removing and replacing a project lead requires unanimous consent from the PMC (i.e. a transparent discussion in the PMC mailing list) and approval from the EMO(ED). This thread can serve as the start of that conversation.

I tried to use the portal to see if I can decommiterize him, but the portal just hangs when I try to masquerade as the lead. Wayne, is something wrong with the portal?

Removing Sergey will reduce the project to just me as a committer and so de facto project lead. Adolfo will increase the strength to two. I have hopes that Christopher Gerking who has submitted about 10 fixes for legacy bugs may also help, particularly if Nicolas Rouquette's long promised mega-patch ever materializes. If it does, some funding may be forced to accompany it.

Sorry for leaving you with this seeming no-choice decommitterization.
