The Git migration is done : https://bugs.eclipse.org/bugs/show_bug.cgi?id=387895
So I guess that the CVS is automatically set to read-only (I
encounter the same message).
Anyway you can use the git repository for now :

Possibly your access rights have been lost accidentally.
Possibly the increased prominence of M2M has inadvertently zapped
you.
Possibly the enforced switch to GIT has occurred prematurely.
The switch to GIT happens in December so you should be planning
