We discussed this on last week's MicroProfile Technical call. Based on Eclipse Foundation Specification Process, plan review for a new specification is not required if a successful Creation review was done. See https://www.eclipse.org/projects/efsp/#efsp-version-lifecycle for more information.

The conclusion was that I withdrew this ballot with the above information. However, I will address the comments on the PR so that the PR can be merged.

The MicroProfile Specification Process requires the Specification Committee and the Community to provide feedback during the approval process using the relevant documents:

This ballot runs for seven days, so it ends on August 15th 2022 The ballot requires a Super-majority positive vote of the Steering Committee members.  There is no veto. Community input and Community votes are welcomed. However, only the votes delivered by Steering Committee Representatives will be counted.
