for a MicroProfile specification version to work on multiple versions of Jakarta EE."
The basic goal here is to "compile low, run high" which means that we want to target the API to the lowest Jakarta EE version supported by the API and then all users and implementors of the API
can then run on higher Jakarta EE versions if desired.
