The existing extension point is used by a variety of projects.
Please use it. Don't re-invent it.
However the associated UI is a bit old and minimal, so if you want
to work on it I suggest structuring your contribution as a more
modern replacement of the existing UI.

org.eclipse.emf.common.ui.wizard.ExampleInstallerWizard
class) in the EMF SDK. Probably it can even just be re-used
as is, since Papyrus requires EMF anyways. See also the
extensions in the org.eclipse.emf.example.installer plug-in
on the org.eclipse.emf.common.ui.examples point.
