Hi all,
The rules for creating branches on the Papyrus repository have been slightly improved, to avoid further similar mistakes. It is now forbidden to create new branches outside streams/, archives/, bugs/ and committers/<committerID>
Except for bugs/ and committers/<ID>, it is also forbidden to delete branches (For branches located under bugs/, you should move them to archives/ before deleting them)

Regarding the invalid branches which are pushed, it is not possible for committers to delete them (There are a few rules to enforce the branches layout on the Papyrus repository). To delete the invalid branches, you should comment on this bug:

I've done it for a few branches already
Note that for the branches located under committers/<your-committer-id/*, you can delete them yourself

It is a mistake from me (wrong push of one of my local branch :-( ).
It should be deleted.
