Hi,

 - XUL is a old technologies designed for firefox. There was a begining 
of implementation of XUL for eclipse made by Olivier Moïses in wazabi 
but it was gave up. Now wazabi is part of PMF and we plan to made a link 
between PMF and EEF in the future.

All the part of this topic will be at Eclipse Summit, we can talk about 
that there.
