Here are my comments:

I disagree that a diagram should be restricted to being stored/contained under/below/by a semantic model element. That is, it should be possible for a model to exist independently of its diagrams (and vice versa). Whether/how the relationship between a model and its diagrams is presented to the user (e.g. in the model explorer) is one thing, but where/how the diagrams are physically stored is another, and the two need not be symmetric.

It should be possible, IMHO, for the user to select any number of existing model elements (as appropriate) with which to initialize the diagram, i.e. it should not be assumed that all elements in a context or underneath a given container be automatically included.

In terms of "one click" diagram creation, I would expect the diagram to be initialized with the element(s) currently selected in the model explorer (or other view).

Another requirement to consider would be to create a diagram from elements that are selected on an existing diagram, e.g., to allow a diagram to be initialized with a subset of the elements on another diagram.

concerning the example of information for the wizard, we think that there can be the name (initialized with the rules given in preferences), the container of the diagram, the specification of a context for contextual diagrams, the intialization option concerning models elements and perhaps other parameters that we did not identify today like the author, the date, a small description.. that could be plugged by extension to add pages.
The idea of this wizard is to ensure consistency in the way diagrams are created. If it appears that some creation parameters become mandatory , the wizard provides centralization around diagram creation parameters and ensures this rule. The wizard shows all diagram parameters and their default values. Yes, it requires one more click to finish the wizard but it gives a better understanding for the end user rather than a silent creation with data filled in background (to my opinion).

Currently in Papyrus, there is no real strategy about diagram creation and we need rules to ensure consistency.
