Hi Ed,
Unless good APIs documentation is a strong requirement, I don't think
that extra efforts can convince somebody.
I'll take into consideration for my new code, in which I want to have
accurate documentation. Then I could do some proper judge.
Having RC2 issues reporting users means that somebody else is strongly
interested in having a good quality improved Kepler OCL release ;).

Concerning documentation, I had in my TO DO list giving a look to the
Intent project [1]. After a very, very quick look, it sounds cool
although it also seems to require much effort to keep everything in
sync (quite challenging for a big project like OCL).
