M2e downloads on demand by default which may take some time.

You can tell it to always download the sources and/or javadoc instead of
waiting for a request needing it from the Maven  preference pane in Eclipse.

Yeah, I've looked there, but my question was aimed at how to configure it
(the plugin) so the Eclipse Javadoc window showed it.
