The discussion there has a broader scope than code recommenders. It's about generally sending data from user installations back to some server at eclipse.org.
From my own discussions with Wayne and others I think you should talk at least to Wayne before putting your usage collector in place and get the EF's position on collecting this kind of installation stats.  One may argue it's similar to the P2 installation stats but as soon as you collect UUIDs  you are getting into a grey area.
