Unfortunately we don't make zips available, both sites you've tried 
contain Eclipse update sites, no webpages.   The link Rafael provided is
 also an update site, however directory listing is enabled so it is 
possible to download all the files individually.

http://archive.eclipse.org/technology/m2e/updates/N/ also gives me a 404.

I can't put the link directly into eclipse due to firewall issues, and
just want to download the latest m2eclipse plugin.
