But I would need to create a new and fresh installation again to upgrade from an old 0.13.0.x to a more recent 0.13.0.x?

There is no "upgrade" from 0.12.x to 0.13.x unfortunately,
so you need
to create fresh eclipse installation and new workspace and
reimport all
your projects.
Will it be possible to 'disable dependency management' using 0.12,
then upgrade and 'enable dependency management' (or equivalent)
using 0.13?
