To elaborate, p2 has a mechanism that allows repositories to reference others which will be used during installation.  So in this case m2eclipse-wtp would simply need a reference to the repository pomproperties lives in.

This is not really a problem. It is quite trivial to tell p2 what
additional repositories it needs to consider when installing wtp.
