[lsp4e-dev] Changelog / New and Noteworthy

Hello folks,

As part of the 0.17.0 release prep work I have created a CHANGELOG.md in the root of the project. This changelog will serve as the New and Noteworthy and provides a place to document any breaking APIs. The Changelog will be linked in all release records starting with 0.17.0 on the PMI.

To create the Changelog for 0.17.0 I reviewed all the commits that have been done since 0.16.0. However I invite you all to add other New and Noteworthy things to the Changelog as I may have omitted them because I didn't know how noteworthy they were.
