So maybe it's worth sending this to the platform-dev mailing-list ;)
Sharing document buffer for resources backing to the same location would be a nice improvement
Fixing the open actions to always open the same version of an IFile instead of allowing multiple IFiles to be opened concurrently would be another.
Fixing the resource model itself is already reported in https://bugs.eclipse.org/bugs/show_bug.cgi?id=245412 and given the legacy, it might be like the hardest bug open on bugzilla ;)
Please create bugs against Platform for those that don't have them and share the link. There are some that might be affordable.

I did post to the MLs (https://dev.eclipse.org/mhonarc/lists/ide-dev/msg01111.html) and I all got was tumbleweed... however it was posted to ide-dev and platform-ui-dev, not platform-dev. It seems platform-dev would have made more sense, but I don't remember exactly but someone suggested to post to platform-ui-dev instead because most active contributors were in the Platform UI project and Platform Text was very inactive?. I think this was before they merged the two projects? Anyway, it's a bit confusing, don't remember exactly.

As for the issues with nested projects, yeah, there are many, and I've been keeping an eye to open bug reports for that, like you asked some time ago. However, on this discussion I was focusing just on the issue of mapping files to document buffers.
