AFAICT Gabriel should be in both the project-leads and committers groups in the locationtech GitHub org, but is not. 

Can you please investigate?

While you have my attention... it appears that LocationTech GeoGig does not currently have a project lead. It looks like they're gearing up for a new 1.4 release; having a designated project lead as liaison with the EF will be an important part of that. Can somebody from the PMC work with the project team to identify and elect a new project lead?
