If distributing through Maven Central makes more sense, just do that.

Must all Eclipse software be made available here: download.eclipse.org ?  I could be mistaken but I thought it was required.  I had put together Spatial4j developer notes on doing a release that included steps to publish the artifacts here.  Previous Spatial4j releases were published there.  But in the intervening years, those instructions have become very obsolete (no more SFTP).  I can see that JTS seems to not do this, and I'd rather not bother with it either.  Maven Central is quite adequate for libraries like Spatial4j & JTS.
