Hi Grisha,

We can certainly do whatever makes sense.  I'd note that the Eclipse rules were likely created in light of the Eclipse IDE.  As such, it made more sense for control over dependencies (since they'd be readily shared).

At the minute, our group is acting rather independently and also, our projects evolve quickly and in response to other large and fast moving projects.

My proposal is designed so that we remove barriers to rapid iteration.
