The PMC is tasked with vetting and approving CQs. It is sufficient that the PMC Lead or any member add their +1. As PMC Lead, Jody, you should have the necessary permission.

AFAIK, the composition of the PMC has not changed. Please send a note to emo@xxxxxxxxxxx if anyone seems out of place.

With the merge of the LocationTech forge into projects.eclipse.org, the PMC should be now receive email notification of CQs as they are created. This doesn't appear to be happening, so I've asked Webmaster to investigate.
