[technology-pmc] Committer Election for Andrew Fink-Miller on LocationTech GeoTrellis has started 
A committer election for Andrew Fink-Miller on project LocationTech
GeoTrellis (locationtech.geotrellis) was started by Eugene Cheipesh with this
criteria:

Andrew has been developing much needed improvements to GeoTrellis polygonal
summary API in https://github.com/locationtech/geotrellis/pull/2920 after his
project work using it here
https://github.com/geotrellis/geotrellis-usbuildings/pull/1 That work will
wrap up soon and be merged I would like to nominate Andrew as a committer so
he can continue contributing to the development and discussions on GeoTrellis
project.
