[technology-pmc] maven repo unavailable

Hello,

I'm not completely sure this is where I should be asking this question so please point me in the right direction if its not.

As we're trying to get geogig 1.0 artifacts ready we found that https://repo.locationtech.org/ is returning a 503 (service temporarily unavailable) error, so deploying is not possible, either release or snapshot.

Do you think this can be fixed today so we can continue with the release process?
