[technology-pmc] ImageIO-Ext dependency

Hi all,

For ImageIO-Ext, 
(https://dev.eclipse.org/ipzilla/show_bug.cgi?id=10604), there are some 
outstanding questions which I have forwarded to the appropriate folks.  
Since the GeoMesa release review is schedule for next Wednesday, we'd 
like to have the option of using ImageIO-Ext as a 'workswith' dependency 
rather than a full dependency.

Can I get PMC approval/+1's for ImageIO-Ext as a 'workswith' dep?
