I've pushed the relevant changes up to Gerrit, they ready for review if anyone can take a look:

https://git.eclipse.org/r/21225 - Fix Initialising ReceiveCommand.status to NOT_ATTEMPTED for all constructors
https://git.eclipse.org/r/21226 - Omit isMergedInto() calls for ref-updates marked as non-fast-forward
