Afaik, SOLR doesn't have a traditional installation of Jetty.
In fact, SOLR's own docs point this out.

SOLR has made the decision to integrate Jetty tightly, with very tight controls on what you can and cannot do.
At this point you should work with the SOLR mailing list to see what is possible, and how to perform the changes you want.
Be prepared, It is likely that what you are trying to do just will not be possible with SOLR 5.

Just ensure you don't have a /WEB-INF/ directory, and you can use this on Jetty 9.2.9+

You don't, there's no need to.


Just make a directory in ${jetty.base}/webapps/ like ${jetty.base}/webapps/foo/


and put content into it.
Now your content is being served from a ResourceHandler, at the context "/foo"


Also, a ResourceHandler is rather simple, and doesn't do many more advanced features that the DefaultServlet provides (like ETags, cache control, gzip compression, partial requests, ranged requests, gzip-precompressed logic, etc ...)
