All the work in JDT happens through Gerrit patches which are reviewed all the time and hence it is not explicitly called out as a separate task here.

I don't see "reviewing Gerrit patches" in the routine work. Is this intentional? IMO, Gerrit reviews should even have higher priority than bug or mailing-list discussions, as it's an opportunity to get added-value faster/sooner.
From an external contributor POV, this charter seems to make the project less open and less fun to contribute to. It looks like the project operates according to the priorities of people who wrote this charter and is not very likely to consider contributions as high priority if they don't match the priorities of those charter authors. It gives the impression I'd have to lobby hard to increase priority on the bug before having any hope my contribution will be accepted and starting to write code about; so ultimately it makes contributing harder and slower with a higher entry-barrier.
