As we also want to verify invalid, duplicate and wontfix bugs before
milestone delivery, bugzilla requests to find these bugs are easier to
write if we can trust the target...

I'm just curious... why bother setting the target milestone at all for bugs
that are invalid, duplicate, or wontfix? You can easily see from browsing
the bug history at what time the bug was closed.

After having verified bug 199866, Maxime noticed that the rule 2b of "What
target milestone should be used" paragraph in "JDT Core Committer FAQ" was
not complete.
So, I've added the "rule 2c" and also modified the table to have correct
rules references.
