If you are willing to integrate existing tools, then we'd be happy to help
defining a bridge. We currently have an extension point, but it may not be
good enough.
We are trying to come up with a better default implementation of a
formatter, which can tackle issues like mapping some source positions at
the same time it formats. We also have to be careful about licensing issues
when it comes to integrate other tools, but it could be added separately
through some adapter to our extension point. This would be a good way to
solve these.

afaik there is already a formatter, that has a certain amount of
integration
into eclipse although configuration seems not to be properly integrated.
there are other open source beautifiers that can only be integrated using
"external tools". what about joining efforts and doing an integration of
one or
several of these?
