[jaxws-dev] ts.top.import.xml in jakarta-xml-ws-tck-4.0.0.zip

Hi all, 

I saw there is a pretty old version ts.top.import.xml shipped in  jakarta-xml-ws-tck-4.0.0. There is no this line in the ts.top.import.xml  https://github.com/jakartaee/platform-tck/blob/10.0.0.Final/bin/xml/ts.top.import.xml#L777 and it stops running this tck  with java21. Does anyone know where it should change to fix this issue ? or can someone guide me to send a PR to fix it ?
