I forgot to say that JAXM has never made it to the Platform. SAAJ was added in J2EE 1.4 together with JAXR and JAX-RPC (both already went away in Jakarta EE 9). Therefore I personally see no point in keeping anything related to JAXM in Jakarta. If there are projects having dependency on JAXM, this dependency should be just dropped.

AFAICT, JAXM as such has been discontinued in 2002/2003 when original JSR-67 was split into two parts - JAXM and SAAJ[1]. Only SAAJ survived till these days and references from SAAJ itself to JAXM were continuously being removed during maintenance releases, mainly in MR 2 (2003)[2] and MR 3 (2006)[3] and JAXM part itself remained untouched and "disappeared" a decade later in MR 4 (2017). The last reference from SAAJ to JAXM is to be removed in upcoming v. 4.0[4]. 



I have the feeling that OpenMQ is not the right place for it.
neither is current saaj-api which used to contain some references to it. What would be the point of adding it back to the place from which it has been intentionally removed almost 20 years ago?
