For the release we need at least one actual implementation. What are the time frames of the most popular ones, like Jersey, RESTeasy, CXF? Anything in a beta state we can use to drive first tests? This is something all committers should discuss, and it is not so urgent that the discussion must happen intra-day using Slack. Actually I do not see why we cannot release a bit earlier. It would be good to have a nearly feature-complete beta within August to be able to get feedback before the actual release process is triggered (and BTW I will do two talks at JFS and EclipseCon in September where our adience expects us to show something "nearly finished"). The final release can officially be on October 31, but I think a stable RC should be published September 30 already.
