As for the history page, maybe the "What's new in ..." format that I used for JSF can be considered.

This format is quite well appreciated by users it seems. It's a bit of work though.

https://github.com/eclipse-ee4j/jaxrs-api/wiki/JAX-RS-2.1.1-Diffs -- I think it would be better if that page is called "History" and contains the most notable changes of *all* versions, starting with 2.1.1, but also containing 2.1.2.

 

https://github.com/eclipse-ee4j/jaxrs-api/wiki/JAX-RS-API-Wiki -- I think that content should to into the target page https://github.com/eclipse-ee4j/jaxrs-api/wiki/Committer-Conventions and then the source page is discarded. With so few rules having a single page should be sufficient.
