I agree Kevin. It's best to keep Java 8 requirement for JAX-RS 2.2. However, I think v3.0 should require JDK 9 for mentioned reasons it should be possible to work on both versions in parallel and avpid artificial delays for features planned for v3.0
Ad JDK 9 vs JDK 11
- JDK 11 will be around in 6 months and there's no way JAX-RS can be released before that. So it should be fine to base it on JDK 9 and raise this requirement if needed
- JDK is AFAIK planned to be LTS only for Oreacle customers. For anybody else it will be supported for 6 months as any other release. For example, Azul offers support for Zulu 9 for 3 years

Moving to the Java 9+ train is a major decision and should not be taken lightly. Personally, I would stick with Java 8 as the prereq for any current work until the next LTS Java version becomes available (Java 11) and then re-evaluate going forward.
