[jakartaee-tck-dev] Jakarta EE11 TCK Release Project

I have created a github project for the Jakarta EE11 TCK Release:

I have triaged most of the existing EE11 issues into the project and
defined a notion of priority types. There are both draft issues (ones
that don't have an actual github issue) and issues. We should go over
how we want to manage the project and work towards adding size, time
and dates as we evolve the work.
