What do you mean by that?
I was assuming that you want to run the TCK, with GF 5.1.1 ? The jenkins jobs we have in https://ci.eclipse.org/jakartaee-tck/ rely on having glassfish bundles readily available at any downloadable location.
Also, can you please push this PR, https://github.com/eclipse-ee4j/glassfish/pull/23101

I think many of the dev. team are taking a bit of a breather, given all the effort to get the M1 release out. Please don't give up on us yet.
