[jakartaee-tck-dev] Committer Election for Alwin Joseph on Eclipse Jakar

A committer election for Alwin Joseph on project Eclipse Jakarta EE TCK
(ee4j.jakartaee-tck) was started by Padmanabha Bhat with this criteria:

I would like to nominate Alwin Josepth as a committer on the Jakarta EE TCK
project. Alwin has made significant contribution to CTS and tools during Java
EE 8 release. In the current version of Jakarta EE TCK, he is helping with
cod scanning and addressing the concerns raised by IP team. He is very much
familiar with the TCK code base and will be a great asset in releasing the
first version of TCK as well as in the subsequent releases.
