Tom,

Each project is free to come up with their own governance for controlling how contributions are made.  After a bit of initial confusion the servlet-api project came up with these guidelines, which were a bit more relaxed that I personally would have gone for, but after discussion and consideration with other committers I now think they are a good balance between flexibility and quality review.

So I encourage all projects to write down how they wish to operate.
