Since we decided that the old javax signature files do not have to be kept around, I went ahead and merged your PR (since Scott Marlow had already approved it with the question mark about the old signature files).  I hope this helps make some progress...  Thanks!

I'm starting to pull these together but progress is essentially blocked
by the lack of TCK.
