MicroProfile milestone builds (RC builds) to Maven Central.  No special
project vote, just did it.

The Eclipse Development Process still applies, so we probably want to confirm
the rules there.  Wayne, what's the policy there with regards to pushing
milestone builds to Maven Central?

Is a project vote required?
