[jakartaee-spec-project-leads] Websockets checklist - good example worth

I sat with Joakim over hangout and stepped him through the various things that need to be done for WebSockets.  This might be good for other projects to reference:

In particular, I thought it might be good to follow user story wording and have clear personas, so there are two lists:

 - "As a spec lead I must ..."

 - "As a compatible implementation I must ..."

This will hopefully help others see the lines and roles.
